the executive government. He has erred in his calculations of fupport from the turks and arabs. The genius of turks and arabs is not fo fubject to our political calculations as that of european nations. It is an object of great curiofity, to know what fuch a genius and hero will do in fuch circumftances; what refources he will find in his invention, or what resolution from despair.

'The coalition between

RUSSIA AND THE PORTE

is a great novelty in politics, and ftrongly marks an extraordinary revolution in the affairs of Europe. The ottoman court appear to have perfectly understood the views of the directory; though it endeavoured to obferve a neutrality as long as it was poffible. All the manifeftoes of the grand fignior are drawn up with a brevity, precifion, juftnefs, dignity, and manly fenfe, that are feldom to be found in thofe of the european courts, or the memorials of diplomatifts.

The victories obtained over the french at sea, by lord Nelson and fir John Warren, will be great bleflings indeed, both to this nation, and to all Europe, if they be the means of obtaining a just and fafe peace; by feizing the prefent occafion to fhow a fpirit of juftice and moderation, to offer a restoration of all our conquefts to their right owners, on the condition of those made by owners being restored to their former independence; and to call on the french nation, and all the governments of Europe, to join the british government in a general plan of the protection of property, and the rights of na

tions.
