The following instructions are published to the Army for the information and guidance of all concerned :

The attention of all officers serving in the Quartermaster's Department is invited to the Army Regulations printed on Form 1, "Report of Persons and Articles Hired," Form 1 A, "Report of Bills of Lading and Transportation Requests," and Form 31, Abstract D, “Abstract of Articles Purchased,” which requires that these papers shall be forwarded, with the money account, within the prescribed time.

The failure to forward these papers promptly delays the examination of money accounts in the Quartermaster General's Office, which under the law must be received by the Auditor within twenty days of their actual receipt at the proper office in Washington.

A strict compliance with these regulations is enjoined on all whose duty it is to prepare and forward the papers mentioned.

Officers who make no disbursements and who render no accounts, but who make purchases and engage services, will forward these papers within the prescribed time named on the forms.

I..The following circular letter from the Treasury Department is published for the information and guidance of all concerned.

TREASURY DEPARTMENT, OFFICE OF THE SECRETARY,

Washington, D. C., July 23, 1898.

To Collectors of Customs and others: Previous special regulations concerning the export of coal during the war with Spain are hereby suspended and the following regulation is substituted therefor: Collectors of customs may clear vessels with cargoes of coal on compliance with the law and the usual Department regulations concerning such clearance. The export of coal to ports in Spain or the Spanish possessions is prohibited, but coal may be cleared as above to ports or places in possession of the military or naval forces of the United States.

If, however, in any special instance you have reason to apprehend that the coal may be destined directly or indirectly for the enemies of the United States, you will withhold clearance and communicate promptly with the Department.
