SIR: I have the honor to inform you that the National Bank of Jacksonville, Jacksonville, Florida, a depository of public moneys, has this day been specially designated for the reception, safe-keeping, and disbursement of funds advanced to disbursing officers of your Department, said action being taken in order that the bank may legally retain on deposit disbursing funds of First Lieutenant Frank De W. Ramsey, A. C. S., who has recently opened an account therewith.

In order that articles consigned by relatives and friends to soldiers at the front may find prompt delivery, the Secretary of War directs that every facility consistent with the public interest be accorded to the Southern Express Company (Office, No. 12 West Twenty-third street, New York) by officers commanding vessels or other means of transportation under the control of the War Department, from Port Tampa, Mobile, New Orleans, or other points of embarkation, with a view of expediting the delivery of packages to the soldiers wherever stationed.

It is to be understood that no liability attaches to the Government by reason of loss or delay under this permit, and that no charge is to be made by the express company for transportation furnished by the Government.

I. By direction of the Secretary of War, paragraph 1, Circular, No. 13, Headquarters of the Army, Adjutant General's Office, May 23, 1898, is amended to read as follows:

1. INSIGNIA FOR OFFICERS' UNDRESS COATS.—The prescribed collar-device arrangement will be the same on the recentlyadopted blouse with the falling collar as that described for the blouse with the standing collar, and will be the same for officers or soldiers of the Volunteer Army as for that of officers of the Regular Army, except that in the case of the Volunteers the letter V will be added to the U. S., and the designation of the State, in abbreviated form, will be worn below the intersection of the crossed sabers, crossed cannon or crossed rifles, as the case may be.

II. The following decision has been made, and is published to the Army for the information of all concerned:

EXTRA PAY FOR EXERCISING COMMAND ABOVE THAT PERTAINING TO AN OFFICER'S GRADE.

Under section 7 of the act of Congress approved April 26, 1898, an officer is not entitled to the pay and allowances of the grade appropriate to a command exercised by him above that pertaining to his grade, except when "serving with troops operating against an enemy" and exercising the command of the higher grade "under assignment in orders issued by competent authority." It is held that troops serving within the limits of the United States at a time when there is no foreign army within said limits are not operating against an enemy, notwithstanding the existence of war conditions. For the purpose of restricting assignments to command under this section to "competent authority," it is decided that such authority can be exercised only by the Secretary of War, or by the Commanding General of an Army “operating against an enemy."-[Decision Sec.
