PREFACE.

HE year now ended has been a year remarkable for the diftrefs to which our industrious poor were reduced, by the high price of corn, and every other kind of provifions necessary for their fupport. This distress came at last to be fo great, that we should have been in the utmost danger of a general and absolute famine, had not his majesty been most graciously pleafed to interpofe, by ordering an embargo when several of our ports were crowded with ships loaded with corn for exportation; which was, 'tis true an extraordinary exertion of the royal power, but fuch an exertion as was then become abfolutely neceffary for the fafety of the nation; and I am forry to say, it was occafioned by a neglect in the preceding feffim, when an act was passed for prohibiting the exportation of corn, &c. until after the 26th of August, 1766; unless his majesty should, by the advice of his privy council, think fit to permit the fame before that time.

Was it not surprising that in preparing and passing this bill, they did not think of giving his majesty a power, by the advice of his privy council, to continue the embargo, until the end of the year, or until the end of January, 1767, if necessary, that the parliament might in the mean time have had an opportunity to pass a new law for continuing it for a longer time, if it should then be found necessary?

But this neglect, we are hopeful, was owing to the care of providence, that our rulers might, from experience, be convinced of the neceffity of reforming all our laws relating to the importation and exportation of corn; for even to permit the exportation of a home produce, fo necessary for promoting every other fort of exportation, when it fells at 48s. a quarter, must always prevent our having in this ifland, a referve for anfwering the deficiency of so much as one fucceeding bad har. veft, and may end in the total ruin of our manufactures, trade, and navigation.

We therefore hope to have an opportunity at the end of the ensuing year, to congratulate our readers upon the paffing not only of fuch laws as may prevent any future diftrefs, but also fuch as may relieve our induftrious poor from most of the preffures they now groan under; and fhall conclude as ufual with returning our thanks to the public, and to our ingenious correfpondents, for the continuance of their favours.

EXPLANATION of the FRONTISPIECE.

humbly reprefented unto Us, that he is the Proprietor of a Work that is published monthly, entitled,

LONDON

MAGAZINE.

In which is contained many original Pieces, that were never before printed; and that he is at a great expence in paying Authors for their Labours in writing and compiling the faid Work, which has been published once a Month for near Thirty Years paft, and hath met with great approbation from the publick, That he is now publishing therein

An Impartial and Succinct HISTORY of the Origin and Progrefs of the PRESENT WAR,

To be illuftrated with many Maps and Charts, which hath already been fo well received, as to induce feveral perfons to reprint it in other periodical Publications; and being defirous of reaping the Fruits of his very great Expence and Labour, in the Profecution of this Work, and enjoying the full Profit and Benefit that thay arise from printing and vending the fame, without any other Perfon interfering in his juft Property, he most humbly prays Us, to grant him Our Royal Licence and Protection, for the fole printing, publishing, and vending the faid Work. And We do, therefore, by these Presents, fo far as may be agreeable to the Statute in that cafe made and provided, grant unto him, the faid Richard Baldwin, his Executors, Adminiftrators, and Affigns, our Licence for the fole printing, publishing, and vending the faid Work, for the term of Fourteen Years, ftictly forbidding all Our Subjects, within Our Kingdoms and Dominions, to reprint, abridge, or, publish the fame, either in the like or any other Volume, or Volumes whatfoever, or to import, buy, vend, utter, or diftribute, any copies thereof, reprinted beyond the Seas, during the aforefaid Term of Fourteen Years, without the Confent and approbation of the faid Richard Baldwin, his Heirs, Executors, or Affigns, under their Hands and Seals first had and obtained, as they will answer the contrary at their Perils. Wherefore, the Commiffioners, and other Officers of Our Cuftoms, the Master, Wardens, and Company of Stationers, are to take Notice, That due Obedience may be rendered to Our Will and Pleafure herein declared, Given at Our Court at Kensington, the 23d Day of October, 1759, in the Thirty-Third Year of Our Reign,
